Every major global event is like a two-side coin, but in the context I am going to write about the two sides are not the good and the bad one as usual. For the purpose of this article one side of the coin will be the formal one – decisions have been made by formal, constitutional, legitimate institutions and we have to deal with their consequences whether they effect on us is positive or negative. On the other side of the coin there is the concept of conspiracy- in short, there is (are) puppet master and he (they) controls decision making processes, its repercussions and ourselves. The term global event stands for political, economic, (un)institutional, (i)legal (i)legitimate decision which affects global/regional/national communities. The other side and ideas beyond it is the main topic I will be dealing with in this article. Broader context reader should have in mind is the fact that we live in the age of globalization.

How does conspiracy work? As Adrian Salbuchi explains in his article The Coming World Government, conspiracy alludes to a group of people which controls the course of world events. A more specific definition- conspiracy could happen every time when at least two people have interests and goals in common so they coordinate and articulate their actions to promote goals and objectives more easily with higher degree of certainty – could confuse us because it describes normal human behavior. Two things which are not mentioned in this definition “make” potential conspiracy – power and predictability. On the top of this conspiracy is (would be) the world government. First let me explain how, according to Salbuchi, the world government would function within conspiracy idea. Then I will discuss about whether the world government system is political or it represents the end of politics. To give precise idea of this, I will use Karl Schmitt’s thoughts on the concept of the political.

As Salbuchi states, roots of the world government lie in political processes – “New World Order” and globalization. The world government is small, extremely powerful and elusive minority which works and organizes itself on global level. Salbuchi’s key argument for (potential) existence of the world government lies in eroded national sovereignty. This erosion would not mean danger if it would be “used” for the common (global) good within the system of global public institutions. Instead of that, the world government is based and organized around private organizations and interests. This is the main principle of the world government: private power in the hands of usurping minority. Salbuchi states that power is “the concrete ability to plan, promote, organize and carry out actions, the results of which invariably lead to specific and desired objectives and goals in the short, medium and long terms”. He distinguishes real (discrete proactive structures and organizations which are assuring effectiveness through their continuity) from formal (executors of decisions and strategies emanating from real power) power. Multinational corporations, transnational banks, media monopolies represents the formal power. The whole logic is pretty simple: those who have power use it to promote their interests, those who not have it must suffer the consequences.

According to Salbuchi The world government is (will be) organized in three level hierarchy:

  1. GEOPOLITICAL SCOPE (top level decisions) – these are the “Masters of the World”; national governments do not have access to this level; they are dealing with geopolitics; think tanks are planning centers; other players included: finance dynastic families, royal dynasties and noble bloodlines, religious organizations, supranational political structures (lobbies) and organized crime (organizations disguised into legal and legitimate organizations – secret services); in corporate vocabulary – SHAREHOLDERS
  2. STRATEGIC SCOPE (mid-level decisions)- they control resources (corporations, financial institutions, media, universities- executes psychological pressure to embrace the “democracy game” which, in reality is just a tool for achieving total global domination; in corporate vocabulary- DIRECTORS
  3. OPERATIONAL SCOPE- national governments, law enforcement agencies, security forces; in corporate vocabulary – MANAGERS (CEOs)

 

The structure of the world government is pyramid like. This associate us on vertical relations among players in the structure itself and also in the whole societal system. If we look back in history, we could see that verticality of power is tightly connected with autocratic (totalitarian) systems. This argument goes complementary with the ultimate goal of the world government and that is iron-fist control of global society. Capitalist democracy is the most convenient tool to accomplish this goal. That would mean that politics and its power penetrates in all pores of society, and that means that the whole “conspiracy” society is highly political (private interests) oriented. For those who support the world government idea this would be an ideal scenario in which they control ideas, thinking, interests, production process etc., but German philosopher Carl Schmitt does not think that is possible through his concept of the political.

What does Schmitt mean by the political? The concept of political represents specific political categories and it has its own criteria. Political is the last possible contra-position which is embodied in FRIEND – ENEMY distinction. Other contra-positions could be moral one (good VS bad), aesthetic one (pretty VS ugly) or economic one (useful VS harmful). These contrasts represent independent fields of human beliefs and activity. Political enemy has to be understood in existential sense. The enemy is “the other one”, stranger. In Schmitt’s context there is always a real possibility for conflict between friend and enemy (one side VS “the other”). This real possibility for conflict (physical destruction) is the core of the political concept. If the world government rises in the system where there is one global controlling institution, where every human being is submissive to one institutional entity, there will be no “the other”, no stranger, no enemy according to Schmitt’s idea of the political. If there is no “the other” there is no political. Instead of living in vertical and pure political system, NON-political system will arise, because the existence of “the other” (enemy) will be impossible. The reason for that is the fact that all of humanity will be “united” and controlled by one institutional entity, the world government.

Therefore, in Schmitt’s ideas, the humanity could not be political concept because it has no enemy of a kind. According to Schmitt, humanity is an ideal social construction in which there is absolutely no real possibility of conflict. It is supported by the world peace and the “world state”, and it corresponds to the state of final de-politization. To conclude, on the one hand we have potential political (vertical) world government system and on the other we have non-political system which is the consequence of global government. The huge gulf/gap could be noticed between two explained positions, therefore we are back in contemporary political “status quo”: there is always gulf/gap between formal ideas and practice. Just look at liberal democracy.
