IAPSS Board

IAPSS Board

Generally, there are three central institutions on which IAPSS is built upon: the Executive Committee, the Supervisory Committee and the General Assembly, the highest decision making body.

General Assembly

The General Assembly, also known as GA, is composed of all individual members, association members, alumni and honorable members that IAPSS holds. The General Assembly decides upon the general framework of the association. It votes upon statutes, decides upon the annual budget and membership fees, sets long-term goals and elects the other institutional bodies of the association. By involving all members, it ensures the democratic, transparent and empowering decision-making character of IAPSS. The General Assembly meets once a year for one day, at the end of the IAPSS World Congress (March / April). A second General Assembly is to be held in fall online.

Executive Committee

The Executive Committee, also known as ExCom, is the executing organ of the association. It is composed of 8 members with 5 of them having their own department. Every department is composed of multiple IAPSS Coordinators directed by one member of the Executive Committee. The board is led by the President who chairs all sessions and represents the association both internally and externally. Besides implementing the resolutions and decisions taken by the General Assembly, the board carries out the portfolio and annual agenda of IAPSS – embracing all events, publications, projects and membership services. The Executive Committee is elected at the annual IAPSS World Congress for a one-year mandate.

Supervisory Committee

The Supervisory Committee, also known as SupCom, is the main monitoring organ of IAPSS. It supervises the work of the Executive Committee and overviews the proper implementation of the financial agenda of the association and the resolutions taken by the General Assembly. The Supervisory Committee reports directly to the General Assembly and can recommend actions in case violation of the statutes. Elected for a one-year mandate at the annual IAPSS World Congress, it composes of not more than three members.

Tobias has completed a bachelor degree in Political Science at the Free University Berlin and HEC Paris. He has recently started a dual master’s degree in European Affairs at Sciences Po Paris and the Free University Berlin. In addition to classic European and Franco-German issues, Tobias developed a sense of curiosity about the Eastern dimension of the European Integration. On one hand, he focused in this context on Poland’s role within the EU – for instance, it is an important growth country, which seems to find its role as a regional leader. On the other hand, he examined the neighborhood policy towards the Ukraine in the complex network with Russia. Additionally to the European politics based field of study, he showed active interest about the history of ideas. In fact, it constitutes the foundations a political scientist requires to decipher complex problems back to their roots.
Besides his addiction to French “savoir vivre”, he is a true sports lover. He speaks German, French and English fluently and is looking to improve his Spanish, Portuguese and Polish.

Coming from the Northwest of Germany, Tobias studied Political Science and History at the Georg August Universität Göttingen and the Savitribai Phule Pune University in India. His critical interest towards new challenges in a globalized world has strengthened his academic curiosity on different cultures and their interplay in the political sphere. Therefore, he analyzed various discourse dimensions in the refugee crisis discourse of the European Parliament for his Bachelor Dissertation. He is interested in the character of norm-creation and norm-reproduction with a particular eye on India’s role in the 21st century.
Having taken part in the IAPSS Summer School in Kyiv 2016, Tobias realized the great potential of an organization that brings together Political Science students from all over the world. Bringing together not only means discussing together and to find solutions together but also to understand each other. Irrespectively of the intended career aspiration, this outcome is supposed to everyone’s advantage and this is the motivational reason for Tobias to support our Team as Membership Campaigns Manager.
Currently, Tobias studies International Relations at the Freie Universität Berlin, the Humboldt Universität zu Berlin and the Universität Potsdam.
